Uh yeah they're pretty intelligent. A whale probably has a better memory than any human being. Brain size doesnt 1 to 1 correlate with intelligence but its clearly linked as the smarter the animal, the bigger its brain size / relative brain size loosely tends to be. And humans have been evolving bigger brains for millions of years. Why the reversal?
