Taiwan is an island that was annexed by the Japanese during the Sino-Japanese War of 1895ish. Taiwan is 95%+ Han Chinese and it was controlled by the Qing Dynasty.
After getting nuked, Japan went from controlling 50% of China (and was winning more land every day) to packing their bags and went home. Cue the Chinese Civil War, where the Communists pushed the Nationalists off the continent and they fled to Taiwan. When they landed in Taiwan, they declared themselves the legitimate government of China.
