The entire city is a solar panel, essentially. So everything is solar powered. Saudi Arabia is actually one of the few regions where solar power is economically feasible.

Never underestimate the Saudi's desire to create gargantuan mega structures that have limited practice use, they do this all the time. They already build like over 30 massive cities that are now just decaying because no one moved there. The Saudi's routinely throw money into massive, and often useless and impractical, projects like this all the time.

It's not really a building, it's basically a city with giant solar walls. There's housing, markets, offices, parks, and mostly passively controlled atmosphere and climate that allows for a radically different environment than the exterior desert.
