This is the relevant point as far as I'm concerned. My initial question was, "how was it defined previously, for how long, and when did this change become necessary?". This makes it clear that it was necessary, clearly as an emergency action, all of a sudden, to conform with the current administration's wishes. Otherwise, this would have been an ongoing, historical, discussion amongst the editors.
