Maestro is a DEBIT card payment system, meaning you need to have money on your bank account from with which you pay directly with the card and you have a very limited amount you can go into debt with incredibly high interest.
MasterCard is an international CREDIT card system which functions basically like a bill. You pay and your account goes into debt, then it is payed each month from your bank account. You can put money on your card to raise the maximum limit you can spend, but that rarely makes sense since the interest for balance on these is shit usually.
