Those error bars indicate the confidence interval for p=0.01, AKA they reduce the predicted range as much as possible until going further would make the probability of error too high.
They found that it reduced sperm concentration by 15.4% but the range was 3.9% to 25.5% reduction. That's a huge range.
You can't conclude a reduction from it
