Ukraine and what army exactly? They're stretched thin, they don't have the small arms, the ammunition, the manpower, the training, the tans, or the artillery to do it.
Not saying Russia is sitting on stockpiles worth of all of that either, but counteroffensives are out of the question for Ukraine unless the west is willing to supply those things, which they can't.

The best they can do as it stands is keep Russians from pushing deeper into Donetsk by holding the Bakhmut line and the one after that until the Russians run out of steam, but whatever land the Russians have taken is pretty much lost for Ukraine.
Russian defensive lines in Kherson are about 3 long lines of defense, and once you storm the first they'll strike you, denying you most of your maneuverability by area denial.
