Even if a comet was going 10× faster than Oumaumau, if it got close to the sun, the low temperature material would still boil off and as the material boils off, it would push against the comet. I don't see how moving at even 870 km/s let alone 87 km/s would change the laws of physics and keep the celestial body from being pushed by outgassing.
