they are part of the problem with militias, most brazillians are corrupted by design, and no police force escapes the fact that they're composed by the general population.
Their discipline is flawed as their moral compass, uncapable of fighting well armed and trained bandits, lacking responsibility in almost every action. They're "elite" police force, but still brazillians.
