Long Story Short
Balaam was a Prophet who could hear God's voice. The Moabites were witnessing Israel conquer the land of Canaan under Joshua's leadership. After the destruction of the Amorites they began to fear Israelites. So they sent messengers and high councilors to inquired with Balaam and ask him to speak to God to curse the people of Israel. Balaam inquired with God, and God forbade him from cursing them because they were blessed. After several failed attempts Balaam insisted to the rulers of the Moabites there was absolutely nothing he could do to the people of Israel. At the this point the Moabites began to get worried. Fearing their immanent destruction they inquired of Balaam again and he devised a plan. The plan was to send prostitutes from the land into the camps of Israel and have sin and sexual immorality spread. The iniquity of the people would then become so great that God would have no choice but to turn his back on the people.
