every single one of the homeless population in finland has some sort of underlying problem, it isn't a money issue because we have universal welfare that you can apply to in any situation and it's basically guaranteed, so either they just use the money for drugs or alcohol, or they refuse the more restrictive programs like promised paid rent because they don't get the money because it's paid straight to the landlord/municipality

Same for the UK, which is why I don't believe the OP, a lot of these people don't actually want help and will choose to stay on the street even when given a property.
And some that move in will cause absolute havoc for people who live there currently, the UK governments kindly mandated that all new build areas should have 'affordable housing' in them, which is bought by the council and then filth are thrown in.

i really hate when people compare scandanavian countries to countries like the united states for instance because the sheer size difference is completely ignored, things like this are possible in countries like norway and finland because of the diminutive nature of those countries where its not as easily done here.
