Putin wants diplomatic resolution, he entered this war with a rush plan to cuck out which failed. He still wants to cuck out. But if we are in any serious danger he would act without a doubt because he is a man created by the suffering of 90s and 90s was a result of Soviets acting on good intentions such as withdrawing from Cuba because they were unwilling to risk a nuclear war.
Also large portion of Russian people wants all-out war. Mobilization wont change anything.
