That's correct. The United States shouldn't have done moves to pull Ukraine into NATO and shift the power balance of power in the region. Especially, knowing the only country in the existence of humanity that used nukes against civilians, the US, would eventually put nuclear tipped missiles on Ukrainian soil. That would be an imminent threat as it would push the US to have a 1st strike capability with lowered retaliation. And according to the game theory, that would demand the US eventually use them since they would be in a tolerable winning position.
