Unlike in dictatorships, China has to resort to stealing tech, is stuck in a middle-income trap, and cannot go up the value add chain anymore. Nazi Germany (rocketry, jet engines etc) was feeding off the previous system, Germany was the center of science before the nazis, they just used that.
