I imagine a big reason for this was because there's not a lot of chip foundries in the USA anymore.
And the ones that do exist are either small scale operations or obsolete.
Taiwan meanwhile dominates the game. It's got the most cutting edge facilities, all at massive scale, a sizeable specialist workforce and is happy to ignore or subsidise a lot of the environmental consequences of the work.
Building a new foundry in the USA is likely to be extremely expensive and difficult.
The UK has had similar difficulties with getting its own foundries rolling despite a number of relatively fruitful attempts.
UK foundries are notable primarily for their extremely high efficiency due to their low waste rates (Meaning wafers that have to be discarded due to contamination)
Yet despite the obvious benefits to this the government has done little to expand the UK presence in this field, because they don't want to engage in state subsidy.
