Is this part of the August offensive? Reading between the lines it seems like they're planning on trying to strike a major blow on Kherson. A bunch (40,000?) of troops are training in UK and Germany, the M113 death traps haven't made an appearance yet, and this new announcement makes me think that's what the plan is. Overwhelm Kherson while Russia is busy in Donbass.
