It's easier to understand if you imagine she weights nothing and is holding 1 kg dumbbell in each hand.
If her hand is outstretched 1 meter, and she rotates once per second, then this dumbbell has a momentum of 1*1*1 = 1.
If she retracts her hand so the dumbbell is now 0.2m from the axis of rotation, conservation of momentum requires increasing rotation to 5 per second.
Now real life is the same except that body parts (i.e. hands) have mass, so she can control rotation by extending/retracting them.
