No, basically the speechwriter produces a draft for the presidential teleprompter and has to work with the president to turn the draft into something speakable. when the morning meeting happens, the speakable version of talking points is distributed and in turn re-adapted into press secretary voice for off the cuff remarks. in this way, messaging and tone is coordinated and a communication tightrope is walked.
one big problem with the current press office messaging is how poorly biden speaks in anthing but gaffe and faux pas. this leads to excessive circle backs and now combatative nonsense, awkward pauses, and only calling on press corps planted questions.
