we have a thing here where you can 'buy' an apartment in a building that has yet to be constructed. People do it because it's cheaper than buying an apartment in a finished building. Sometimes the developers don't finish building the building and everyone loses their money. With Lula getting elected this year, I'd hold off on buying/building property to see how everything shakes out with the economy. Brazil exists in a weird state of urban development where things are constantly being built even when every place around it is for sale or rent. Lots of people lose money on property
