It explains it in the picture. If food exists near you, but it’s priced so high a person can’t afford it, then they don’t actually have access to food. It’s saying that as a society we have a responsibility to provide adequate food for all members, and everyone in the entire world agrees on that point. Except for the United States and Israel.
