They're not, it's systemic racism. In other words, there are artifacts of the system left over and while no cop or very few cops are prejudiced there is still an effect felt (more cop cars patrolling black neighbourhoods, etc.) Now it is also true that blacks commit more crime due to various (not racial, cope and seethe) cultural-economic factors, so it in some sense justified, and that is why it's a complex issue.
