A generation of right wingers have been diluting state education with religious nonsense for years, I'd start there.

We just have the worst education system.
I've known people who immigrates here from India in the 1970s because their kids were to slow to compete back home. Here they did fine.
And some user here last week complained that they had moved to Mexico from Canada and their teens were put back a grade after doing some exam.

Because real history would favor the narrative of Quebec nationalists.
