The Irish government held a scenario with all major government agencies to plan for a diesel shortage in late 2022 leading into no fuel at all by 23. The plan they had was pretty fucking bad and while fuel was still available for purchase they suggested limiting highway speeds to 30 mph and outlawing all non-necessary movement of vehicles.
this is the only reason they want everyone in an electric vehicle. They're connected to a network. A network people have control to.

For now you can over ride it. So when the speed limit is artificially low, do you really want your car peeping and flashing at you? What about when the flow of traffic naturally exceeds the speed limit?

It is to make cars too expensive for personal ownership. This has been the goal for the last fifteen years. Right now regulations add almost $10k to car costs, over the next decade those are set to go up to $35k with added sensors, controls, and alcohol interlocks. The government doesn't want you to be able to own a car. And eventually when the average car is $100k plus they will start requiring old cars to have the features or be banned from the road.
Looks like it just reads the road and let's you know the speed limit, and maybe makes a short tone if you exceed it but that can be disabled in the dashboard. Also a soft system that prevents you from accidentally exceeding it but once again can be turned off in the dashboard
So really no different than a fair amount of other modern cars already.
