They were too confident that Ukraine wants to be a part of Russia. Right after the first day of war we were reading Russian proclamations that Ukrainian military has been crippled but it turned out they could still put up a fight.
Imagine if Russia had used as many cruise missiles during the first week as they have been using during the war. They should have just moved them close enough to be used non-stop.
