I think the initial plan was for Europe to become a melting pot of cultures and races, similar to America.
If you look at pop culture in the 80~90s and everything centred around this idea that we're one human race and that hate and conflict only was the result of xenophobia and ignorance, that everybody just need to experience other cultures to get along.
Americas success economically was attributed directly to it being a melting pot of cultures and races.
And people accepted it.
But as Europe became more 'multicultural' your average normie noticed that you can't just get along with cultures that stone women for getting raped. Which led to the 2000~2010s being marked by trying to educate the immigrants.
We're now at the point where the normies have noticed that the immigrants don't want to be "educated"

However, we must consider (for political purposes) that in the 60's decisions were made to make society last until the mid 2020's. Honestly you're kinda right and I've noticed that in many ways casual racism has become more acceptable while ultra antiracism has also become more normal (such as honouring american negros getting killed by police as victims of a racist system trying to exterminate them), but I think racism is gradually winning. There comes a point when a normie has seen every example of people of every race behaving the way their race behaves and they move 90% towards being a racist, but ultimately a culture that strongly condemns racism can keep them from going the extra 10%. All it takes is for someone to point out something simple like how blacks are consistently less intelligent than whites in a pattern that mirrors normal individual differences in intelligence and not a pattern that falls along the lines of education, culture etc. Or you point out that blacks commit far more crime than whites who make the same amount of money, or how blacks from wealthy households grow up to make less money than the average white. Then suddenly the extra 10% clicks and they break out of the stupid antiracist hivemind.

The problem is that the assumption that integration/assimilation works is wrong. It doesn't.
Different cultures have different moral values that you pick up on as a child and that you can't ever change.
