Just lest things happen naturally and stop letting empathy get in the way. If people continue to starve despite sinking over 100 billion dollars into that country over the course of 40 years just let them starve. You can save everything or else you will drown also.

> set up factories and camps to produce the essentials necessary for the conditions you put forward > round up all of the undesirables (niggers, spics, jews, people that have Asuka AND / OR Rei as their waifu instead of Misato) > provide them with a ticket to a train that will take them to the nearest camp > apply copious amounts of delousing agents to make sure they're healthy and not infected typhus > building theathers and pools so they can stay entertained when they're not working > free them if they work hard enough I mean, it's not even an original idea!
