Yes, yes they did. Women wear masks as a matter of course just not to put makeup on when they go outside, as makeup is also basically mandatory.

Now did every single person wear a mask before, no, but during any large outbreak in the past most people wore masks, which basically moved to everyone putting societal pressure on everyone else to wear masks.

Also, a lot of local city ordinances require masks to enter certain institutions like restaurants (a bit more complicated than this), but that also makes everyone wear masks.

Obstructing your breathing can't be good for you, and there's all that stuff about masks becoming breeding grounds for bacteria, though when I was wearing one towards the beginning of the whole thing I made sure to wash it. Plus it's suspect that they at the beginning were saying they didn't work, and I've even heard various people ("experts") as it was going on admit that cloth masks don't do anything. And I'm not scared enough of covid (had it twice) to feel like bothering with it anymore.

I still occasionally see people wearing them though. Funny enough we're not all dead yet despite most people not caring anymore.

I don't want to claim it's the same now as it was in the past but if you watch any footage of Japan (and probably Asia in general) before covid you will see people wearing masks. It's not uncommon in anime either. If you did the same with the US you're unlikely to see anyone wearing masks.
