Stolypin attempted russification in Finland and that's as bad as genocide. One pro-Russian governor-general (Bobrikov) was shot, after that Stolypin sacked two governors of German background who didn't want to press on with russification programs (and we gratefully offered them refuge from the commies after the October revolution).
