It isn't afraid to do any of these things. They just decided for a slow roll through Ukraine using only 170k men. Which is a very low number considering Ukraine is throwing way more men into the meat grinder.
The reason why they aren't mobilizing more and going for a faster approach is that they do not really see the need to do it. They're slowly exhausting Ukraine, almost every day you hear that on the Ukranian side important officers, depots or logistical routes got destroyed with all the consequences that carries. The opposite rarely happens and Russia recovers quickly from logistical disruptions to continue their artillery shelling campaigns.
