That's not what that says though. What that's saying is that interracial couples between white women and non-white men have more kids. This is strongly associated with lower IQ/etc, so this is not surprising. It's also pretty well understood that males drive "fertility" more than women, this is also due to, within a population, women have less variation (in intelligence, height, etc) than men.

There are stats on the actual numbers of interracial pairings and they're very similar between white men and women. Combine that with these stats that white females are more fertile than white males in interracial couples and you can stand to reason that they create more mutts. Combine that with the fact that over 90% if black male white female mutt babies are born out of wedlock and it's actually more likely. If you want I will dig for that study too.
