The United States claims Russia is planning to annex parts of Ukraine under it's control, around 20% of the country. Will Putin actually go through with it? How would it benefit Russia? Wouldn't the cost of sanctions from such a dramatic move outweigh any benefits?

To answer the question, yes it would make sense to annex this territory for Russia creating a land bridge near to Crimea. Russia will face sanctions regardless. Might as well claim glory to the empire.
Everything points to an annexation of the controlled territories as new Russian districts/oblasts, but there's a chance one or more of the oblasts decide to become an independent country (but still backed by Russia).
