The societies of eastern asia largely stifle innovation by this mantra. Those who stand out are made to be put back in line. To be "normal," in a sense (not too radical, a maverick if you will) is considered a moral good in these cultures. Bringing disruptive change to the social order by works of literature or technology is seen as a shameful disrespect of the culture that created you.
This has changed in japan and s. korea where the american individualist influence is much stronger. In terms of historical innovation, european society has simply a much more go-getter attitude. People are much more interested in making a name for themselves in the west as opposed to the east.
Average this trend out over 5000 years of settled civilization and you get the sticky's image.

I think you're interpreting this too harshly. It was a warning but it's untrue to say there was no innovation in the east. They were stagnating for 3 centuries when the europeans came but they invented printing press paper money gunpowder etc. independently

you're certainly right: great chinese scholars contributed works of literature and scientific advancement that was lightyears ahead of everyone else.
It's odd that they failed to use it. Take gunpowder, which was used for simple fireworks. It was discovered by monks searching for a infinite life elixir, and was brushed aside as a mere curiosity. Nobody had thought to use it as a weapon, such a thing was unnecessary in their eyes as the warfare of the middle kingdom was perfectly fine, and no large military innovation was necessary.
Consider paper money. Nobody thought to advance this system further, it was only created to perpetuate the old financial system that had existed in perpetuity. When europeans invented paper money, they invented the bank check, stock certificate, debt bond, and revolutionized the financial system with it.
While yes, chinese scholars did invent many grand technologies ahead of anyone else, nobody really went the extra mile to make them revolutionary, either by fear or complacency.

This happens because cyclical nature of eastern Empires compared to the westerns.

European empire collapse and never rise again because of their more linear nature they burn all bridges so to speak they Develop quickly but in the process they kill all the ‘magic’, they essentially suck the life of it. Look at Greece, Rome, modern western empires, Spanish empire, etc when these collapsed the collapse was definitive . Also as each empire dies the focus goes towards the periphery the wilderness. This the western empires will gravitate towards the more wild undeveloped parts of the world as they still possess this. As the new lands are developed they lose the magic so they must discover new lands. The empires are not truly balanced so they need this infusion to continue existing, otherwise they would have to revert to a more cyclic model.
