The issue with communist systems are twofold: 1) Central planning is result oriented. If your factory can meet it's quota efficiently with what resources you were given, then you will get the same or fewer resources next time. If your factory fails to meet the quota, you get more resources. This rewards failure and punishes success. 2) All production targets are political and it would make the central planners look bad if they were missed. This means that unproductive enterprises aren't allowed to fail and have to be propped up by the productive ones. Over time more and more unproductive ones accumulate until the system collapses.
