As a German, I definitely prefer that Königsberg be returned to germany, however To be realistic this is far from posible for many reasons 1) Anti-German-Expantion policy in EU and even Germany 2) the hard logistical demands (altho if Poland and Lithuania and Germany to stay in EU, than it should be ok) 3) the inpracticalty as a posible part of Germany

That being said, ukraine losing is certain, so you should be more concerned with getting a slice out of Ukraine, after it being split. Since you don't border Ukraine directly, what you should do is to allow Poland to take much of Ukraine, but force Poland to surrender land from western Poland, at least as much as they gained after WW2, but you should use the opportunity to get back what was lost in WW1. Danzig belongs to Germany.
