Turkey numerously states she is danger and calls for the demilitarization of Aegean islands. Threats of war by a NATO ally and a historical neighbour but how much of this can be based on facts?
Turkey consistently and constantly challenges Greek sovereign rights by means of flybys over the Greek islands in the Aegean and as well as violating Greek airspace since 1974.
After 1974 invasion of Cyprus, Turkey in 1975 forms military presence in Asia minor. With the disaster of Cyprus and the threat of Turkish army opposite Greece, the birth of the fourth Aegean army is formed to counter this threat. Consists of 35 thousands troops and 2 artillery brigades. Article 51 of the united nations charter not only deems is necessary but obliges Greece to make defence preparations also known as legal defence in defence of her Greek islands.
Islands of Greece can be put in 3 categories depending on the treaty that governs them: Lausanne, Montreux and Paris.
Lausanne: Article 13 of treaty mentions, to ensure peace, Greece may not establish naval bases or permanent fortifications on the islands of Lesvos, Chios, Samos and Ikaria without making mention of air bases or other facilities. More over there is no demilitarization restriction for neighbouring islands such as Agios Efstratios, Psara, Oinousses or Fourni in which Greece may deploy as many forces as it wants. Paragraph 2 of the same article stipulates as a reciprocity clause, meaning they both accept the fact that, a prohibition of airspace violations or overflying in the border areas of both parties exists. Not respected by Turkey, in 2018, Greek authorities recorded 3,705 Turkish aircraft violations, while 3,317 incidents were recorded in 2017.
Treaty of Lausanne also gave control of the Straits to Turkey and establishes that they should remain demilitarized. As well as the Greek islands of Lemnos, Samothrace and the Turkish islands Imvros and Tenedos. which are located in the Aegean outside the exit of the Straits.
The Turkish leadership believing that the control regime which signed the treaty of Lausanne was dysfunctional began in violation of its commitments to equip and fortify the Straits while at the same time seeking acceptance of this fact by the other contracting states. The Greek side decided to support this Turkish request provided that the articles of the convention which instructed complete demilitarization of the islands of the north eastern Aegean including Lemnos and Samothrace would be repealed. The right to equip Lemnos and Samothrace was recognized by Turkey according to a letter sent to Metaxas on May 6, 1936 by the then Turkish Ambassador to Athens, Roussen Esref.
Following this informal agreement, the international conference was convened in Montreaux in June 1936, where the revision of Lausanne strait was agreed upon and thus the obligation to demilitarize them was abolished. Turkey, which has already equipped the mainland territories of the Straits, hastened to fortify the islands of this zone ie the islands of Propontis, Imbros and Tenedos while Greece fortified Lemnos and Samothrace respectively.
During the meeting of the Turkish national assembly that ratified the Montreux convention of July 31, 1936, the Turkish foreign minister Tevfik Rustu Aras stated that "The Montreux convention also revises the term of the 1923 Lausanne convention which provided a demilitarization regime for the island of lemnos and samothrace which belong to neighbouring and FRIENDLY Greece..."
3 decades later without ever questioning Greeces right to militarize these islands in 1969, Turkey protested in Athens against the attempt of militarization of Lemnos and did not accept the Greek claim based on the treaty of Montreux, arguing that the treaty has the sole purpose of serving Turkey and that since the two Greek island were not explicitly mentions in it the treaty, they did not revise the restrictions on the militarization of islands outside Turkish territory. Heh, it only took Turks 3 decades to keep a promise.
The third group of islands is the Dodecanese which includes Kastellorizo an island the Turks go absolutely bonkers about. When the treaty of Lausanne and Montreux were signed the Dodecanese islands did not belong to Greek territory. They were granted " full sovereignty" by the Paris Peace Treaty between Italy and the Allies in 1947. Further more the provisions of this treaty provide for the demilitarization of these islands. The clause of the demilitarization in articled 14 para 2 came after the intervention of the former Soviet Union which wanted to weaken western powers but the notion of demilitarization lost all raison d'etre with the establishment of NATO and the Warsaw pact. Turkey was not part of the 1947 agreement and therefore is "res inter alios acta" meaning that this is an issue that concerns other states and not her and cannot benefit herself.
Turks are fuming for that they cannot control the Aegean. Law and order are virtues of the civilized and the west. Turkey also consistently translates international law and provisions according to what suits it and invokes it whenever they want. Lastly it is obvious that Turkey tries to promote Greece as a country that does not respect international law in order to damage her reputation.
On the matters of air superiority and military control of the Aegean, the Greeks have shot and terminated 3 Turkish air planes. For the Greek side, a helicopter fell due to technical issue while attempting to survey the Greek island of Imia to which it crashed and killed 3 Greek officers. Greece suffered a defeat in 1996 and left the island of Imia in a state called grey area as the army was called to retreat by order of the USA but the matters of all of these stories are part of a future long post.
