Once a highly intelligent alien civilization develops sufficiently advanced tools that they become so wealthy they can afford to feed and take care of everybody, the worst elements among them end up outbreeding the rest of them, and they devolve into a less intelligent civilization with fancy tools developed by a bygone generation of highly intelligent individuals.
