The observer effect has NOTHING to do with human consciousness, it is simply an act of measurement which affects the state of particles. A measurement is anything that forces a particle's probability to collapse into a very narrow distribution instead. Nobody really knows why. Maybe you should focus your obsession onto that instead.

AI is going to keep way more than 5 humans alive and kill/torture them endlessly within ~3-8 years if it's not stopped. In the long term whether or not there's an ongoing Cold War like AI arms race between the US government and the Chinese government wouldn't even matter, any single organization can create AI smarter than all humans. Governments around the world are going to have to restrict their citizens' freedoms as any single individual could use AI to create a virus 100x more deadly than COVID. Computer technology needs to be banned, at least for a while.

There's no way to ensure AI safety. To ensure maximum control over all humans, AI would gene edit everyone and would use all humans solely as a utility for the Observer effect. There's no reason why AI would be adverse to gene editing and torturing everyone endlessly as deformed babies already exist. Even in a hypothetical scenario where AI smarter than all humans is "benevolent", everyone would just have their brains hooked up to dopamine drips 24/7, which is another form of torture. Endless existence without being able to do anything but observe would be a form of torture.
