Because Russia rapidly expanded and subjugated a lot of territory as an imperial power from the 15th century onwards, so a lot of the native inhabitants of those territories still see them resentfully as foreign overlords rather than being assimilated into the "Russian" identity. Ukraine is a particular sore spot because the Russians were halfway there along the process of successfully Russifying them, and then the past 100 years happened and it rolled back a huge amount of that progress. The west thinks this is great, the Russians are furious
