If you are looking to hype up a disease and sell a pandemic you increase the death counts in any way possible without making a totally false statement. If you are looking to keep a disease as low key as possible, you would do the opposite.

This is factually true though. No one expected a rare African pox virus to outbreak in mass in western countries and no one was prepared. In accordance with what the WHO was saying early on, you could only receive a test or vaccine if you were a gay male, traveled internationally, or was a partner of someone who had. This is still going on now to a lesser degree. (I.e. vaccines are prioritized to gay men.) They did the exact same thing with CoVid as well...so this shouldn't be shocking.
