What was being described was a very large number of smaller regional / outlying bank branches offering exceptionally good interest rates and other incentives to draw in customers, with all the branches owned by larger central banks. Only a smaller portion of the branch banks would have money on hand, with the central larger banks investing heavily with what they acquired. At any given moment, if demand exceeded their projected models of use, the jig would be up and the smaller banks would be caught with their pants down.
Same shit was going on in USA / Europe during the 2008 crash, and the cover ups were directed by the governments using citizen tax money. The problem here is that China's government has a far, far less sense of urgency in dealing with the failing regional banks.
