The Russian air force, as was the Soviet Air Force, is a mainly theater oriented force with CAS for Army operations as their main effort. Unlike the USAF it is hardly oriented towards strategic objectives and independent air operations. So any activities are subordinate to what the Army on the ground does. In that way it is similar to the Luftwaffe of WW 2 in the lacking strategic capabilities.
