They could also have been arrested for drinking or owning firearms which were illegal for them at various times. Abos are beyond help. They are incapable of functioning in a advanced society. I have been to suburban housing properties in my line of work that were given to abos, paid for by the tax payer.....and they literally shit on the floor despite having a functional toilet.
