The major issues lack of farmable land and terrain makes shipping hard. Cost of goods are higher and its hard to build new infrastructure in that terrain. The state's economy is mostly for mining material but that mostly depends on government regulation. The job market is very limited.

It used to be part of virginia, but they sided with the union and broke away to make their own state.

That place was wonderful in the 70's, there were lots of good jobs and normal human beings there. When the jobs went away, the population felt compelled to devolve into the stereotypes that outsiders are so familiar with. Most of the smart people left; the ones still there are there because of family. The citizens of West Virginia are caricatures of what they could have been. And they're proud to be "ignorant good country folk". And they're as hypocritical as can be with their religion, it's a giant glass house with nothing inside but drugs and rocks.

But it wasn't really so much about slavery as much as ability to farm. VA is just the nicer more profitable lands. WV is much more beautiful but they don't want to turn it into a tourist trap because they are isolationist.
