I think its one of three factors or even all combined.
1. terror tatics, high possibility that putin and generals see it as an effective tactic to cause terror amongst the ukrainans.
2. Crap missiles, how many videos of russian tech malfunctioning have we seen? Its been proven that the russians dont have their own military satellite systems or a none civilian gps system. So chances are the russians are targeting military targets but their missiles are so crap they miss by a few km and hit civilian targets.
3. The troops on the ground are just orcs. They get the order to launch their missiles towards the enemy, so they interpret these vauge orders as just launch missiles towarda ukrainan cities. They dont pick targets they arent given amy, they just larp as Soviets leveling berlin and laugh like monkeys when they press the red launch button. They are hitting military targets because they arent aiming foe them, they arwnt even aimimg for specific civilians targets, just towards the cities and towns.
So i think its a mix of all these factors.

The idea that Russia is sparing Ukrainian infrastructure out of humanitarian concern is cope and shill Anyway, they're not actually sparing infrastructure. They've repeatably made targets of civilian buildings and their ground strategy revolves around not only softening entrenchments with artillery, but isolating them with attacks on ground lines of communications. That, in peacetime, would be civilian infrastructure.
Russia is targeting civilian infrastructure according to how it is used by the Ukranian war effort. And they're right to do so. Targeting civilian infrastructure only to cause damage and misery is a waste, when you could be spending the ammunition on the guys who are trying to kill you. And it provokes sympathy in the west to continue arming your adversaries. Not that the Russians have been strictly utilitarian. Recent rocket attacks on places like Kiev are hard to justify as anything but retributive and spiteful responses to Ukraine's rocket attacks on Russian ammunition depots and command posts.
Also, Russia is trying to Annex captured territory. Anything they blow up is one less thing that's fueling their nation during and after the war. And as for rebuilding, we see how Russian government investment turns out. Very little of it reaches its intended target. We know that Russians have been looting grain harvests in captured territory. It's a sign of what's to come for the greater economies.
But their recent attacks on Kiev could be a sign of more to come. Russia would rather artificially raise prices on commodities that both they and Ukraine export, by controlling Ukraine's exports. If they have to do that through destruction, so be it. It's their land and their people in their eyes. They'll do with it what they like.
Putin's worst sin - worse than his schizophrenic and delusional reading of history, or his boundless corruption - is that he's incompetent. He's competent at being a politicians and that getting toadies to vie for his graces, but he is incompetent as a policy-maker. During his over 20 years in office now, he has failed to either revitalize Russia's economy or revert its demographic decline. In economic terms, he simply coasted on high oil prices during 2000-2010 while the Russian economy fell increasingly into disrepair and was continued to be plundered, this time by his underlings instead of the oligarchs of the 90s. In demographic term, his attempts comprised a cash-for-kids program that sent one-time cash payments to would-be mothers, which resulted in the explosion of the orphan population as these same mothers would immediately abandon the children for whom they could pay and did not want to raise, and some nice-sounding speeches about Europe. He is a dilettante who gave in on his efforts around 2008, and who thinks of his failure to solve the country's problems not as a personal failing, but as proof of their totally insurmountable nature that is beyond all human effort, despite lack of industrial output, corruption, and depopulation being problems that faced countries many times in history before. His legacy was destined to unravel due to the energy-independence of the US and the speeding demographic catastrophe finally crossing the event horizon, even without this war - and his awareness of this was likely indeed part of his motivation to start it -, but he's now decided to push Russia straight into the abyss in a fit of narcissistic rage that, if anything that a narcissist thinks he possesses is dying, he decides to kill himself.
