Uhgyurs are a Turkic tribe who have been in the Xinjiang area since 900ad when they moved down from what is now Mongolia.
There are plenty of Uyghurs in Turkey because it is where they move when they have to leave China as turkey is the end of the road for the Muslim crime silk road.
You should read the Xinjiang page on Wikipedia because it gives you the history of Xinjiang from when it was part of the Tibet empire in 800 and the when it became part of China at various times.
The Uyghurs were just one of the central Asian tribes who moved around and then settled around Kashgar
