The Roman Empire was everything but an expansionist power.
For 3/4 of the Western Roman History it was a declining power. If you add to that over a thousand years of Eastern Roman History, you have an excruciatingly long period of imperial decline.
The imperivm romanvm was not the highpoint of the Roman history but the ending. It was the construct of a dying people bestowing their civilisational gains and wealth on vigorous barbarians in exchange for a little more decadence. Something, that should look very familiar to nowadays Westerners.
