Well in the start, I guess a dictator would rise up at the first and the people would overthrow him if he was bad. Then, towards the end of his reign he would appoint a suitable candidate which the people would keep in check etc.
I assume the military would intervene if the dictator became too powerful but this is heavily unpredictable

Thank you, and in terms of ostracization, it would be broken down into the following: 50%+1 vote: you're banned for 2 years. Your property is held in stasis, and you can return into the city when the 2 years is up. 60%+1 vote: 3 years, 1/3 of your property/posessions is taken and redistributed among the poorest. 70%+1 vote: 4 years, 1/2 of your property/possessions. 80%+1 vote: 5 years, 3/4 property/possessions. If you're the unlucky bastard that got 90%+1 vote of the entire population to vote you, you get banned for life, and all of your property/possessions are given out in a fair and equitable manner.

There would be 1 recount if requested, but it would be pretty transparent the first time, so most people just accept it and don't request the recount, as it looks dishonourable.
The best thing about this system, like I said, is that it would encourage rich 1%ers to spend their wealth as soon as they get it on the citizenry and improve their lives through public works/etc. so they don't risk losing their wealth.
as soon as you've been counted as one of the possible exiliees during the counting, you go into the public cage in the town square, and as soon as you're mathematically impossible to win, then you're let out.
