You could reduce the rotation of the turbines by making them higher torque on the generator, and include large gates covering the intake.
There are also paddle systems that can be used instead of turbines which is safer for marine life, but less efficient.
CO2 is a scam. They just hype it so they can tax it. When CO2 levels rise, plant life thrives and balances it out again.
