Elected king advised by a council of elders. Probably wouldn't be materialistic in the way we would think them to be, gold, gems, silver, etc... would be easy for them to obtain thus have little value except for what others value it at for trading purposes and artisti/crafting. I think they'd probably put more value on skills or crafted materials. They would be a complete barter economy and only using money/gold to trade with outsiders.
