Why aren't they fighting back?

Day in, day out the Russians are bombing the shit out of the hohols. But you rarely - if ever - see the hohols strike back. Why is this?

Russia has an overwhelming artillery advantage, however they have serious manpower problems so are unable to make large advances themselves

To be fair, the vast majority of artillery Russia shots ends up hitting empty fields at least, when a himars gets shot it will usually hit it's target
